Rise in Pet Surrenders: A Crisis in Wisconsin’s Animal Shelters

On a recent Monday, the dedicated team at Woof Gang Rescue welcomed a new arrival: a German Shepherd and her three puppies. These animals, unfortunately, found themselves in need of rescue because their previous owners could no longer care for them. “They can’t afford them,” explained Jodie Hoffmann-Ruffalo, the founder and director of Woof Gang Rescue. This story, though heart-wrenching, is becoming increasingly common across Wisconsin as the number of pet surrenders surges.

An Unfortunate Trend

Recently, animal shelters throughout Wisconsin have observed a troubling increase in the number of pets being surrendered. Hoffmann-Ruffalo noted that this uptick is leading to strenuous efforts by shelter workers to find new homes for these furry companions. “That’s all we can do,” she said regarding their role in the community.

This surge in surrenders is not an isolated event. The Wisconsin Humane Society, which operates several shelters across various counties, has reported a staggering 23% increase in pet surrenders thus far in 2025 compared to previous years. This crisis level has left organizations struggling to cope with the influx.

The Numbers Tell a Story

In June alone, the Wisconsin Humane Society received 1,108 surrendered pets, a sharp rise from the 539 surrenders recorded in June of the previous year. Angela Speed, a spokesperson for the organization, commented, “We have had so many dogs and cats surrendered recently—it’s almost unprecedented.”

Other shelters are experiencing similar trends. The Washington County Humane Society has reported a 16% rise in surrenders, primarily due to financial constraints and life changes that leave pet owners unable to keep their animals. The Humane Animal Welfare Society of Waukesha County also logged increases, with a 13% rise in dogs and a 20% rise in cats in the past fiscal year.

The Human Element: Understanding the Reasons

Many contributing factors contribute to this alarming situation. Financial difficulties are at the forefront, with many families struggling to afford pet care, food, and veterinary services. “There’s a lot of economic instability, and people are struggling to put food on their own tables, let alone feed their pets,” Speed noted.

The economic landscape for pet services has shifted significantly; a 2025 report revealed a 42% increase in the cost of pet services, coupled with a 22% rise in pet food prices since 2019. Hoffmann-Ruffalo shared that a simple vet visit that once cost $20–$30 might now easily run up to $90, effectively making pet ownership unaffordable for many.

Housing Challenges

Additionally, housing difficulties are forcing pet owners to make heartbreaking choices. Increasing restrictions on pet-friendly housing limit options for many renters, making it difficult to find homes that accommodate their animals. “Many people are having to bring in animals because they can’t afford the fees or find a place that allows pets,” Friedenfels said, adding that landlords often impose substantial pet fees that further strain family budgets.

Shelters Under Strain

The impact of these challenges is palpable within the shelters. Workers are overwhelmed, managing more animals than ever. As Speed emphasized, “It is back-breaking work caring for this many animals.” The Wisconsin Humane Society has had to halt the transfer of animals from southern shelters due to local overcrowding, a decision that underscores the urgency of the situation.

On top of this, a May 2021 survey from the American Society for the Prevention of Cruelty to Animals indicated that many adopted pets during the COVID-19 pandemic are now facing uncertain futures as owners contend with the economic aftermath. The length of stay for animals in shelters has increased, with many pets remaining longer before finding homes.

Making a Difference: How to Help

In light of these circumstances, there are still ways the community can step in to support local shelters and help alleviate the crisis. Speed urged residents to consider fostering animals, even temporarily. “Even if you can’t adopt, many people can foster an animal for a few days or a couple of weeks,” she said.

Across Wisconsin, the heartfelt stories of pets in need are prompting shelter workers and volunteers to continue their tireless efforts. Although the challenges are daunting, the compassion these organizations show makes a significant difference in the lives of countless animals and their human families.
