A distressing situation has unfolded in New Castle, Delaware, where a man running an animal sanctuary has been charged with animal cruelty. Mark Ptomey, 39, founded Pets and Wildlife Sanctuary, Inc., but what authorities discovered during a recent inspection raised serious concerns about the welfare of nearly 100 animals living in deplorable conditions.
Discovery of Overcrowded Conditions
On September 24, 2025, officers from the Delaware Animal Services and the New Castle County Code Enforcement conducted a search of Ptomey’s home. What they found was nothing short of alarming: 98 animals, including dogs and cats, were crammed into cramped crates and confined to the house, which reeked of ammonia from accumulated animal waste.
The living conditions were deemed unsafe and unsanitary, with pet waste caked onto floors, walls, and cages. Trash and clutter were scattered throughout the home, presenting a significant health hazard not only to the animals but potentially to the community as well.
Inhumane Treatment of Animals
The conditions did not improve outside the home, where numerous dogs and cats were found living in cages. Many of them lacked proper shelter and were forced to endure their own waste, highlighting a gross neglect of basic animal care standards. Public health officials stated that multiple pets were in severe distress, triggering immediate veterinary intervention.
Tragically, during transportation, one cat died, and two others—along with a dog—had to be euthanized due to the severity of their conditions. The tragic loss underscores the urgent need for oversight and intervention in animal welfare situations.

The Brandywine Valley SPCA stepped in to rescue the remaining animals, taking on the immense responsibility of caring for them. This organization is actively seeking families willing to serve as emergency fosters, especially for larger dogs and adult cats. In an effort to encourage adoptions, they have suspended adoption fees for specific categories of animals until October 5, 2025.

Ptomey’s home has since been condemned by New Castle Code Enforcement, emphasizing the severe nature of the reported conditions. The authorities charged him with multiple offenses, including animal cruelty and violations related to the housing and rabies vaccinations for the animals.
