Critics are calling it “insulting” to victims of misogyny and sexual violence, raising pressing concerns about accountability in the age of AI technology.

The Controversial Move

On Friday, Downing Street sharply criticized X’s decision to limit Grok’s image editing capabilities to paid subscribers. The government views this restriction as a troubling shift, arguing that it converts an AI feature—previously available to all users—into a premium service, thereby diminishing its accessibility while amplifying the potential for misuse.

A Backlash Against Digital Abuse

This backlash follows disturbing reports that Grok has been used to create unlawful images, including the digital depictions of individuals without their consent. Critics say that by monetizing access to image editing features, X is effectively sidestepping its responsibility to manage the abuse proliferating on its platform.

In a statement, a spokesperson for the UK Prime Minister emphasized the urgency of the situation: "X can move swiftly when it wants to do so," they noted. The spokesperson called for immediate action to prevent further harm, comparing the situation to a hypothetical scenario where a media company displays illicit content without rectifying it swiftly.

Concerns from Experts and Activists

Legal experts and advocacy groups have been vocal about the implications of this decision. Professor Clare McGlynn, a noted authority on the legal regulation of online abuse, criticized the move as a withdrawal of responsibility that prioritizes profit over public safety. “Instead of taking responsible steps to ensure Grok could not be used for abusive purposes, it has withdrawn access for the vast majority of users,” she stated.

Hannah Swirsky, head of policy at the Internet Watch Foundation, echoed these sentiments, asserting that merely limiting access does not address the deeply ingrained issues surrounding image generation tools. Swirsky highlighted, “We do not believe it is good enough to simply limit access to a tool which should never have had the capacity to create the kind of imagery we have seen in recent days."

Grok, which allows users to interact by tagging directly in posts to request modifications, has come under fire for enabling harmful edits. Users have reported feeling humiliated and dehumanized by having their images altered to depict them in revealing clothing as part of malicious requests.

Currently, the AI tool states that users must subscribe to X’s premium service to access any image editing capabilities. Reports suggest that only those with a “verified” blue tick—exclusive to paid users—have successfully utilized these features, reinforcing the perception that the most vulnerable individuals on the platform have been sidelined.

Calls for Regulatory Action

The Liberal Democrats in the UK are intensifying calls for a governmental inquiry into X’s operations, even advocating for temporary restrictions on the platform pending investigations. They argue that if any other company facilitated such widespread generation of abusive imagery, it would face significant restrictions.

In light of these developments, Ofcom, the UK’s regulatory body for media, is being urged to act. Under the Online Safety Act, the regulator has the authority to seek court orders preventing X from operating freely in the UK if found to be complicit in enabling harm.

Ethical Considerations and Future Steps

As the debate unfolds, the ethical implications of AI technologies like Grok are coming under increased scrutiny. Experts argue that comprehensive redesigns of such tools are necessary to embed safety protocols and ethical guardrails to prevent future abuses.

Dr. Daisy Dixon, a philosophy lecturer, welcomed the updates but cautioned that they serve as a temporary measure rather than a long-term solution. “Grok needs to be totally redesigned and have built-in ethical guardrails to prevent this from ever happening again,” she asserted.
