Kentucky’s Official Pets: A Milestone for Rescue Animals and the Treeing Walker Coonhound

In a landmark decision, the Kentucky General Assembly has officially designated rescue dogs and cats as the state’s official pets while also celebrating the Treeing Walker Coonhound as the official state dog breed. This dual recognition highlights the deep love Kentuckians have for their furry companions, particularly those in need of a home.

The Passage of Senate Bill 37

Senate Bill 37, which establishes the Treeing Walker Coonhound as Kentucky’s state dog, received overwhelming support from both chambers of the General Assembly in the final moments of the 2026 legislative session. This bill carries significant importance because the Treeing Walker Coonhound is the only breed to originate from Kentucky that holds registrations with major kennel clubs, namely the United Kennel Club and the American Kennel Club. According to the AKC, this breed is emblematic of Southern culture, likened to "biscuits and gravy, magnolia trees and William Faulkner."

The bill’s sponsor, Senator Robin L. Webb of Grayson, acknowledged the pride in claiming a breed that embodies the heritage of the Bluegrass state.

Advocating for Rescue Animals

Alongside the recognition of the Treeing Walker Coonhound, Rep. Erika Hancock introduced an amendment that designates all domestic cats and dogs—both purebreds and mixed breeds—adopted from Kentucky shelters or rescue organizations, as the official state pets. This inclusive amendment celebrates not just a breed but the thousands of animals waiting for loving homes in shelters across the state.

Ethan Branscum, a 13-year-old resident of Frankfort, played a pivotal role in this legislative achievement. Advocating for the rescue of animals since he was just six years old, Branscum’s tireless efforts culminated in a moment of triumph as the bill moved closer to becoming law. His passion and dedication did not go unnoticed, as Hancock praised him for his patience and perseverance through the legislative process.

The Emotional Rollercoaster

As the final votes were cast late at night, Branscum expressed a whirlwind of emotions. With concerns that the bill might not pass, he also clung to hope amid the tension. "It’s amazing to me, because we’ve been working so long on this," he said. The feeling of finally seeing it through was palpable, signifying not just a personal victory for Branscum but a victory for countless animals in need.

Raising Awareness

Hancock emphasized that the amendment serves not just as a symbolic gesture but as a means of raising awareness about the pressing need for animal adoptions. "This amendment recognizes the thousands of animals and shelters across all 120 counties waiting for a home," she stated. By highlighting the plight of shelter pets, this legislative move aims to inspire more Kentuckians to consider adoption.

Broader Legislative Efforts

In addition to the designation of pets, the bill saw an amendment from Rep. Derek Lewis, naming the eastern spotted skunk as the official state nongame mammal and the eastern hellbender as the state amphibian. These additions reflect a broader commitment to preserving Kentucky’s wildlife and natural resources.

Next Steps for Branscum

While Branscum considers what comes next in his advocacy journey, he remains undeterred. His commitment extends beyond the legislation to grassroots efforts, including resource mobilization for disaster victims and setting up a pet food pantry for homeless animals.

“This is something that I’ve dedicated seven and a half years of my life to. I’m really glad that I’ve finally been able to see it through to the finish,” he said. With many initiatives on the horizon, including a focus on education and support for animal welfare, Branscum’s dedication to these causes remains steadfast.

The journey to enact these pet designations not only illustrates the power of advocacy but also underscores Kentucky’s rich cultural heritage and collective commitment to animal welfare.
