Anatoliy Komar, aged 44, became head of the Customs Service’s department responsible for overseeing duties on energy imports and exports in February 2022, shortly before the full-scale invasion by Russia. His role expanded to include the critical task of preventing the entry of banned Russian fuel into Ukraine. With a solid background in Ukraine’s Security Service (SBU) spanning 20 years and experience in the private energy sector, Komar secured a position that places him at the heart of the nation’s economic interactions with the energy sector.

However, as Ukraine continues to wrangle with widespread protests related to corruption, the scrutinization of Komar’s financial dealings and lifestyle is emblematic of broader concerns.

The Salary and the Spoils

Komar officially earns about $2,000 a month, but his family’s financial footprint suggests that this income barely scratches the surface of their lavish lifestyle. The substantial earnings appear to come primarily from his wife, Maria, who generates a declared income of around $8,000 monthly. However, discrepancies emerge when examining their expenditures; the Komar family’s lifestyle indicates that a considerably higher income is necessary to maintain their current way of living.

A particularly glaring example of this disparity involves their daughter. Official documents state she resides in Ukraine, yet her social media activity tells a different story. In May 2023, she celebrated her graduation from an English school in Cyprus, which boasts an annual tuition of approximately $33,000—an expense not typically associated with the average Ukrainian salary.

Enigmatic Connections

When confronted about the surprisingly high costs of his daughter’s education and lifestyle, Komar offered an opaque reply, attributing the financing to a “wealthy godfather,” though he declined to elaborate further. This lack of transparency feeds into the narrative of hidden wealth and questionable funding sources.

Luxury Vehicles: The Cost of Opulence

The couple’s vehicle choices further punctuate their financial enigma. Komar drives a high-end Mercedes, which, according to his official property declaration, is supposedly rented by his wife. Yet, when inquiring about the rental costs, Komar expressed uncertainty, deferring the question to his wife.

Investigations revealed that such a luxury vehicle would typically cost around $6,000 per month to rent—an amount that starkly contrasts with the income declarations made by the couple. A deeper dive into the ownership of the vehicle leads to a creepily convoluted web: the car is registered to a renewable energy firm, Primorskiy Energy Generating Company. Expected rental income from such a vehicle, if solely attributed to Komar’s use, would account for a shocking fraction of that market rate.

Questionable Family Fortunes

Further complicating matters is the couple’s property portfolio, which includes a $135,000 apartment in Kyiv that the family does not inhabit. They currently reside in another apartment purchased by Maria’s father, Serhiy Hladkov. Hladkov’s financial background raises additional suspicions, as his officially recorded income remains low, particularly during his employment at a state-owned metalworking plant, yet his ability to finance a multimillion-dollar home with luxury features—like a swimming pool—puzzles observers.

The timeline of Hladkov’s income reflects a meteoric rise from modest earnings to an amount totaling nearly $400,000 in just a few years—a feat that raises eyebrows given his previous economic status.

A Web of Investments and Interests

Hladkov’s financial narrative presents additional complexities. His wife, Lidia Hladkova, appears to have similarly transitioned from a low-wage background to achieving significant earnings through self-employment. Despite this, the couples’ financial maneuvering does not explain the extensive gift-giving or housing arrangements made for Komar’s family.

Adding another layer of intrigue, Komar is also linked to an amateur soccer team in his hometown funded by VM Groupe, a company under investigation for tax evasion concerning multimillion-dollar dealings related to petroleum imports. As the head of a department overseeing energy taxes, this relationship raises significant questions about potential conflicts of interest, with anti-corruption advocates urging scrutiny over any decisions Komar may have influenced in favor of this company.

The ongoing revelations about the Komar family’s wealth have echoed through the streets of Ukraine, amplifying the existing public outcry regarding corruption that has only intensified since the invasion. Citizens and international allies alike have increasingly pressured President Volodymyr Zelenskyy to restore the independence of Ukraine’s anti-corruption bodies, which have faced significant constraints further endangering public trust.
