"If you want to be measured as a serious nation, whether it comes to protecting vital maritime routes or combating regional threats—such as those posed by jihadists in Africa—you need to actively participate," Gorka stated. The new strategy spans 16 pages and offers a comprehensive framework for prioritizing identified threats. In particular, it addresses Islamist terror groups, drug trafficking organizations, and politically violent groups characterized by ideologies perceived as "anti-American." Furthermore, the strategy aims to suppress drug cartels effectively until they can no longer influence the importation of illegal substances or trafficking victims into the United States. It also endeavors to incapacitate recognized Islamist jihadi groups, including the recently designated Muslim Brotherhood, to diminish their recruitment capabilities and operational strength.
